It all comes down to the reset charges. If she was just creating a massive diversion, did she need to launch that many of them at once? Also why would she send them to those specific locations unless there's a reason to hit those specific points in time. Also if she was a TVA agent at some point wouldn't she have known her magic wouldn't work there? It certainly seems likely that she's working for someone who wants to attack the timeline and open the multiverse. I mean she even says in her first appearance to Loki this isn't about you, which sounds like its about someone other than a Loki.

Its terrible that I'm landing on this side as this theory came to me organically during my spoiler review, but I can't shake the fact that she didn't know she couldn't use her magic in the TVA, if she worked for them in the past she should have remembered that, but it would be so cool if she was!

Hmm.. She's definitely hinted at the fact that she has disowned the Loki name, so somewhere along the way she had to come into contact with other Loki's to understand how horrible they are and decide to be different. Her working for the TVA would be an explanation as to why she's seen other Loki's
