Ideally, yes. Unfortunately we have a bunch of governors that think they can "decree" and supersede the constitution. People have so easily given in to the fear.

If we had a leader in the fed, i.e. the POTUS, that would be best, obviously. But since our POTUS has failed on that front (and many others), states are on their own and that is not optimal.

Given the fact that in the last three presidential elections, there were documented cases where the machines changed the votes, there is less likelihood of fraud with paper ballots.

So we ignore the proven cases where votes cast for one candidate were switched to the other because the machines were tampered with? It's harder to commit election fraud with paper ballots.
