That seems to be the only place available to get it done NOW!! There's NO reason to want to have it in the UGB and if the answer to that is that's to far from services whoever runs the place can offer bus service.

Whats the difference between managed or not managed? They won't comply with rules or any type of regulation. Bus them to Pland or CA. It's much cheaper.

Absolutely, do not do this. It's ridiculous if you want to slow people down. Put in speed bumps but do not impede traffic and it looks disgusting. It looks stupid. You've already ruined enough streets in this town for bicyclers no more. Do no more use speed bumps if you want to slow people down
