We should be focused on Saving the Salton Sea and Lake Cahuilla. not adding another potential water disaster to a droughted desert.

At this point his reputation is soiled beyond repair. He will be always be known as a Mayor who took bribes. Even if he did go to jail it would be a low key type facility.
