I have always thought voting a mayor is better than the rotation of a mayor. With the rotation, the mayor becomes only a spokesperson for the council The voters should elect based on the agenda of the mayor And it allows for consistency with staff.

One person can be directly responsible for implementing their agenda and keep it on track instead of having to rotate every year.

Rotating minimizes the possibility of corruption which our city has experienced, its ashame that mayor walked away with nothing more than probation. lets not let it happen again.
