Are police are stretched to the limit as it is. At the very least the person who calls in a false report should have to reimburse the appropriate agency the cost of the response.

Only if the police themselves who file false reports are also held accountable and not protected by their department. We know it cost us 16k for a cop to file a false report.

People are using false police reports to harass other people. An example of this are people that call CPS to report child abuse when there is none. Happens all the time during divorces

Disorderly conduct's not a serious enough penalty to bar someone from doing something like that again. A slap on the wrist will just manifest into another prank call.

The penalty for the false report charge should be the same as what ever the penalty is for the reported crime.
