Do you agree with Desert Hot Springs' pause on building new discount stores?

Dollar stores tend to sell less product for more money. Trapping people into low cost/low servings is sadly the predatory nature of these stores. Most people, especially low income families, are better off with something like Food 4 Less or Grocery Outlets where they can capitalize on bulk deals.
