this just helps home owners to profit and adds more cars to the streets for overnight parking since they do not provide any on-site

As long as there are no new costs to homeowners. Increase other taxes that everyone shares...gas, alcohol, cigarettes, whatever. Just don't even think about trying to bleed more $$ from homeowners!
