For city water It would be best to educate people on water use for landscaping. Most sprinkler systems are set to twice a day and it is not needed early or later in the year.

It wouldn't deter use to a point that it would make a huge difference. People will use the water they need, even if they have to pay a bit more. It would just amount to a revenue-generating thing.

No, because conservation efforts should be consistent whether or not there's a drought. Only working to educate the public when there's a drought (defined by whom?) is minimally effective.
