Lady Loki may be the most obvious choice but what if its someone impersonating Loki? Already through 1 epi (and just the show's concept) we've had several things that seem to be pointing to Kang the Conqueror showing up or at the least being set up here. For 1 the show is dealing with the TVA & idea of people disrupting the Sacred Timeline & a time traveling villain would make a ton of sense. We've also met Ravonna Renslayer a long time love interest of his in the comics. Now the cloaked figure might not be him, but maybe someone working for him pretending to be Loki.

No doubt in my mind that's Lady Loki under that hood, but that doesn't mean Kang isn't in the mix, I think she might be working for him, something we saw our Loki do with the last Big Bad of the MCU.
