As a surplus, it should be returned to the taxpayers.

That money came from the taxpayers. Rather than spend it, if it's not being utilized, it should be returned.

Yes, because it gives money back to the people that actually paid taxes. Not those who get the phony "earned income tax credit".

Agreed, and it should only go to tax payers...not turned into a stimulus check for everyone which I see them doin...gotta keep our heads on a swivel for this stuff.

I did recieve the payment but my youngest (4 and 5) were put in the 6-17 group. Otherwise I recieved it a day before it was to be put in the account.
