I don't use winter specific tires so I didn't need to. But I will be buying some for next year

That's what their website says. I called and got an appointment within a week.

(5) Why does north bound 20 exit to the right? This required a new overpass to be built over the new highway, only to dump you immediately into another righthand exit, using the other recently built overpass/cloverleaf interchange. Is Bend not aware of exiting on the left?
