Should the state be able to revoke the license of a business that defies public health mandates?

Restaurants & other businesses are closed now to encourage people to comply with the stay at home order. If Congress would do the right thing and bail out individual Americans & small businesses the way they did for the auto industry & big banks, it wouldn't be such a sacrifice for closed busineses.
