This comes only a year after the last shutdown which lasted a record 35-day when President Trump demanded Congress appropriate billions to build his proposed Mexico wall. Congress successfully passed a two-year budget deal earlier in 2019, though lawmakers struggled to agree on precisely where the money is spent. A continuing resolution would give the Democratic-held House and GOP-controlled Senate more time to hash out a longer-term funding bill.
