Do you support continued investment in the St. Joseph riverfront?

Why should tax payer money be spent on an area that is constantly flood prone? According to Mr. Trout, sewer and internet must be provided by our city council. Why again, are we wasting a dime of MY tax dollars on something that floods. To me sewer and internet should fall on the developer!!!
