The public paying for and owning private businesses is collectivism, AKA Marxism. In such schemes Taxes or bond issues on all home owners go up so a few can benefit.

No tax money. This is the dream of a few people and tax money is supposed to be used for necessary maintenance of utilities and streets not so a few can profit.

If locals don't buy it, the Chinese will, like they have bought so many other ski properties around the world.
