Accidents happen regardless of the penalty. So do DUII's, and any other problem on the road. Raising fines or threatening jail time would not prevent a person from mistakenly hitting the gas over the brake one day.

It's not necessarily reckless but it is dangerous. I just dealt with having to take away a parent's license. It's hard but necessary for the safety of everyone else on the road.
