I don't think you can "prove" it , even if you take a test right before a concert, as has been proven with people taking the test in the morning and ending up postive later the same day.

I'll go with "no" on this one. If there's insurance on the house, the insurer could do that. Ditto for any mortgage holder. If neither applies, I don't think we should try to regulate stupidity.

I love thunder and lightening! Don't like the fires though but do like the rain. Always on the front porch with my granddaughter whenever a thunder storm rolls in
