Commented "NO not at all! An average household would be a family of 4. I think it would of been more fair to say 4 bags? I agree, people who use have more trash should pay more to dispose of it but the limit should be more than2 bags. I have a daycare and 3 kids so I have tons more. But 2 bags? come on!"
