Anytime is ok if you dont have neighbors. If you have neighbors its better to hold off a bit especially if they are elderly or very young.

Many people are still sléeping at 7 am.

Mostly the grass is too wet to mow before 7, and it can be way too hot to mow after noon. I sometimes mow late in the afternoon when shade exists.

We live in an area with lots of houses around. We try to wait until at least 8 am, but no later than that or we will be out in the heat of the day cutting our 2 acres...

10 am is the earliest I now.
