Locals that have season passes should be able to ski without a parking reservation. Some of the parking lot should be reserved to pass holders with Bend addresses.

This is not going to work. If you have a season pass and spots fill up, you won't be able to go. This is going to restrict locals who like to enjoy the mountain. I understand it for out of town guests
