If a child is too short to make the seat belt effective a parent would be negligent not to put them in a booster.

What if a child doesn't reach the height limit until they're 13 years old?! There's no way they should still be in a booster seat at that point.

Don’t think there enough places for all of these people to go. Let them stay where they are with the services provided until there is a permanent safe stay place/solution.
