The Governor explained why it's by region because if you use county's.. say you live on the edge of San Bernadino County, but a hospital is within 2 miles of you in Riverside County. Rotating minimizes the possibility of corruption which our city has experienced, its ashame that mayor walked away with nothing more than probation. lets not let it happen again.

I have always thought voting a mayor is better than the rotation of a mayor. With the rotation, the mayor becomes only a spokesperson for the council The voters should elect based on the agenda of the mayor And it allows for consistency with staff.
