The city should have some requirements for bars having trained licensed security and the city should help train them because there is no business that provides training.

Businesses can fund it themselves. Columbia has better things to spend their money on.

This would be the same as saying, the city should pay a doctors malpractice insurance. It is not the city's responsibility.
