Competition from other companies, and civil lawsuits for unsafe performance, are the best regulations available.
Like many other states, rural crossings have no guards/lights and have poor visibility of the tracks, due to trees and/or physical land features. People just have to be vigilant and observe before crossing. The crossings will not be improved.
