Always on time except when they is a replacement mail carrier, then it's several hours later but the same day

It has become a real problem, especially mail sent from La Quinta to Palm Springs.
ReplyMail seems to only arrive Tuesday and Thursday each week ever since about 1 April even with the USPS ‘Informed Digest’ showing almost daily that I should have mail! My DMV 2021 Tags took 9 weeks to me
