If someone receives extra benefits because of a mistake by the State, the person should not have to repay. However if the overpayment is the result of fraud by the person, of course they shou have to pay it back.

These people had no idea the money was received in error and use the money to survive. Due to the confusion caused by the government in addressing the pandemic, no one seems to know what is or was suppose to happen The state was ultimately responsible to oversee and they failed.
