It is the governments' responsibility to take care of the poor farmers. Farmers are the ones who feed the whole country. If they are facing situations that force them to commit suicide, then, who should be looking after them? It is the governments responsibility and no one else. So, the best policy is to waive off the loans of farmers who actually need it.
