The written procedures should continue as written. However, the problems arise when not followed as in the case of Trump during his election of 2016 and Hillary Clinton. That resulted in a win for Trump. We are all aware how badly that was for this country.

Transparency should always be a goal, especially in a high profile situation, where the public has lots of questions.

Yes we need someone who will do the right thing and not just turn and look the other way. He will clean up the agency and do a great job.
