Obviously, you can still transmit it even if you have the vaccine (which has caused some far reaching health problems). It should absolutely be a personal choice.

I am not for the aggression suggested by using War in the name.

Department of War implies that we are aggressors starting wars, while Department of Defense implies that we will fend off aggressors to maintain peace. I much prefer the latter.
