The city needs to find out who is breeding pitbulls in the area. Most of the animals at the shelter are pitbulls that are being bred for sale in the area. Owners need to face harsh punishment.

I am not for the aggression suggested by using War in the name.

Department of War implies that we are aggressors starting wars, while Department of Defense implies that we will fend off aggressors to maintain peace. I much prefer the latter.
