Your car and your phone is your personal property. It's not government's business to tell you how and when you can use your own property. If you get into a wreck, just sue MoDOT and their "expert" traffic safety engineer.

I am not for the aggression suggested by using War in the name.

Department of War implies that we are aggressors starting wars, while Department of Defense implies that we will fend off aggressors to maintain peace. I much prefer the latter.
