Keeping it free would keep them in accordance FCC-10-201 "Network Neutrality" rules. There is a manifesto created by Douglas McClendon that was sent to Vint Cerf and is available here: http://cloudsession.com/dawg/downloads/misc/kag-draft-2k121007.pdf. The final version was submitted to Derek Schmidt (KS-A.G.) who then forwarded it back to the FCC where it was finally escalated on valentine's day and is available at lulu.com/cx1.
