It's not as if Menelik Watson was an All-Pro or something at right tackle. Howard played that position for several years with the Jets before Sparano had this bright idea of moving him to right guard last season. It's not a stretch to envision the Raiders being better off with Howard as the starter.

If Mike Tice didn't think enough of Austin Howard to let him start ahead of Watson or to at least start an exhibition game, that's rather telling. We'll see if that's being too narrow-minded, but Howard should be able to beat out Watson at right tackle.
