MUD is clearly at fault. It is their responsibility to properly mark gas lines. It doesn't matter where the City "permitted" the line be placed...had it been properly marked, the contractor wouldn't have struck it.

I can see how the City of Omaha would be partially at fault. Proactive thinking on behalf of the City could have prevented the hazardous conditions that caused the fire.
