I don't agree with either question but City should Grandfather the existing systems until they fail or the house is sold. Then hookups should be required. If system fails fee can be paid over 30 years

The costs should not be $25K, there should be a LID created that would allow the residence to pay for the connection over time at a much lower cost.

Absolutely, do not do this. It's ridiculous if you want to slow people down. Put in speed bumps but do not impede traffic and it looks disgusting. It looks stupid. You've already ruined enough streets in this town for bicyclers no more. Do no more use speed bumps if you want to slow people down
