The fact that legislators would use this for political gain and schools would use this as a financial game (teaching to the tests so they get an A rating, which gives them more money, wash-rinse-repeat). is a no from me. Didn't they learn something from the failure of the No Child Left Behind?

People on any mind altering drug is hard to get under control, safety for all officers in any situation. If that's the only way to control them do it.
