Boro, and the Kara Inners are comparable to Otsutsuki. Kabuto doesn’t scale anywhere near members of the Otsutsuki clan. Boro is also stronger than Delta who was a threat to a supressed Six Parhs Naruto. This is the same Naruto which is much stronger than Fused Momoshiki even when suppressed.
