The lights going out during a President Trump press conference at the White House is a bad sign. Of all the times for the lights to suddenly dim, which never happens, it occurs during a point when Trump is trying to play down his Russia allegations. Someone at the White House had a sense of humor to play with the lights, the wiring in that place is old, or some weird sign from a higher power is trying to warn the American people. It was just a weird occurrence in a string of weirdness surrounding the president.

There's no weird connection between the lights dimming and Trump's speech at the White House regarding his speech at a meeting with Russian President Vladimir Putin in Helsinki. Sure, it looks strange. Trump clearly wasn't comfortable with the lights going out because his body language changed during the power outage, but people shouldn't read too much into it. Perhaps Trump had one of his own staffers rig the lights just to mess with people, since that would be his style.
