A Wolf attacks a sheep, killing it. Other sheep see that dead sheep was killed by the teeth the Wolf has. They determine that teeth are dangerous so all of the sheep agree to remove their teeth and turn them in. The Wolf however, still has teeth.

Yuma police officers should be more AWARE of the traffic around them. There should be MORE cameras taking footage of traffic. Most companies SHOULD have outside cameras. Not everyone has the means or the money to own a dash cam. The city should have more traffic police and harsher consequences.
