Yes the creators did come up with some awesome kills, but they completely wasted the concept of the killer targeting corrupt police. Rather than the movie diving into a little bit of substance to build the world of the department up around the investigation, they opted to have the department bicker with each other like high schoolers almost every time we're not looking at clues to the case. I myself have to land in the need more substance category. I think the film nails the traps and the visuals (this thing is beautiful & the production value is top notch start to finish). But with a chance to do something different by targeting corrupt cops, I think they dropped the ball overall.
