There’s only but so much lee can do remember lee gets stronger in the shower but so does neji if it’s a straight up fright with nun else lee would win but other then that no

He may be very powerful. But Rock Lee taijutsu and gates far surpass Neji’s level in hand to hand combat. If you compare speed and striking power then rock Lee is above. Precision is won by Neji. Neji also doesn’t use any ninjutsu or Genjutsu besides clan techniques
I don't think the byakugan is fast enough to read Lee's swift attacks to help Neji avoid them.
