Will Columbia's median ordinance improve pedestrian safety?

P.S. So called "pedestrian safety groups" are mostly wacked out liberals who have no common sense, who are soft on crime, and facilitate mentally ill people living on the streets and in the woods, where bad things happen to them, like being thrown off bridges.
