Will Columbia's median ordinance improve pedestrian safety?

People need to call 311 to report unsafe pedestrians, aka panhandlers, on the medians.

I like it become panhandlers have sat or laid down on the concrete medians with their legs and feet so close to vehicles and I for one wax afraid I might accidentally run over them. I have also had some get aggressive if you don't give them money. I won't either. It's just safer for all
