Trump basically has no say in this, it's on the shoulders of Congress. Might want to study what all the 111th Congress did back in 2009-11... this is all about payback.

ReplyAbsolutely not. The Constitution gives that authority to Congress, NOT the executive branch of the government. Trump’s actions are absolutely illegal and unconstitutional. But he doesn’t care, and has been giving Congress and the American People the finger for the past 10 months.
