So when I dont consent to an HIV screening, am I forcibly taken to a fema camp or a prison????

If one is ill, if HIV is suspected, only then is a test required. I see this as mandatory, unnecessary testing being a means to obtain blood samples for DNA gathering purposes.

Because this will be used to segregate people and opens the door to an "anything goes" scenario with Federal government profiling US citizens for categorisation...
