Does the 14th Amendment guarantee citizenship for all babies born in the U.S.?

"Subject to the jurisdiction thereof" is the key phrase. Children of foreign diplomats born in the USA do not become citizens. It should be the same way for all foreigners who can just go to their home countries without any special permission like a US citizen under our jurisdiction would need.
