I believe it is a good thing, but it should have been approved by the voters. Not created in the illegitimate manner that it was. A very unorthodox way to serve the public. I have mixed feeling about how this was done.

MODOT will waste the money just as they have all their career. MODOT is a money pit and giving them more money is a waste of money time and effort.
